Why This Matters

Most institutions running online programs inherited their student support infrastructure from residential models, and many that partnered with OPMs never fully built their own. With 59% of OPM-partnered institutions receiving student support through those arrangements (Validated Insights, 2026), the gap between what vendors have been providing and what internal teams can actually deliver is often larger than administrators realize until the transition is underway. The operational requirements for supporting online learners (remote access, extended hours, proactive outreach, early intervention) are specific and structural, not just aspirational.

The honest picture of online student support at most institutions is one of informal systems and missed opportunity. According to CHLOE 9, only 32% of institutions market the extent and types of online learner support they provide, and just 7% rank learner support as a top institutional promotion priority (Quality Matters / Eduventures / EDUCAUSE, 2024). COLOs surveyed for that same report noted that support quality assessment largely relies on surveys and informal feedback rather than structured data systems. This is not a perception problem, it reflects genuine underinvestment in the infrastructure required to identify, reach, and retain students who never set foot on campus.

The Gallup data adds urgency to that gap. Students who feel supported and like they belong are approximately twice as likely to rate their program quality as excellent or very good compared to students who don't, with 40% of high-quality raters strongly agreeing they feel a sense of belonging versus 16% of lower-quality raters (Gallup, 2024). For institutions competing in an increasingly crowded online market, support infrastructure is not ancillary to quality. It is part of how students experience quality. The operational implication is direct: institutions need to audit what support actually exists for online learners, how it is accessed, and whether it is reaching students before problems escalate.

Remote Access and Extended Availability as Structural Requirements

Online learners do not work on the same schedule as residential students, and support systems designed around 9-to-5 campus hours will predictably fail them. Effective retention of online learners requires that students can access support resources and operational offices remotely and outside regular business hours, a standard that internal teams must be structured to meet (Collegis Education, 2025). This is particularly relevant for institutions moving away from OPM relationships, where extended-hours coverage was typically part of the vendor bundle.

AI-powered chatbots and tutors are projected to increasingly replace traditional call-center-based support models within OPM service offerings (Validated Insights, 2026), which signals where the broader market is headed for after-hours coverage. Institutions building internal capacity should plan for a hybrid model: technology-assisted support for high-frequency, lower-complexity needs alongside human advisors and coaches available during non-traditional hours for escalated situations. The practical recommendation here is to map current support touchpoints against the actual schedules and time zones of enrolled online learners, identify the coverage gaps, and determine which gaps require staffing solutions versus technology.

Early Alert, At-Risk Identification, and Proactive Advising

The first term of enrollment carries the highest dropout risk for online students, and institutions that invest in early alert and proactive advising systems report improved persistence rates as a result. The challenge for many institutions is that the data systems required to catch struggling students early were often embedded in OPM platforms rather than owned internally. When those relationships end, the capability frequently leaves with the vendor.

UPCEA's Hallmarks framework is direct on what coordinated support looks like: integrated academic advising, success coaching, and learner analytics — with early alerts, outreach, and intervention strategies aligned across academic and student affairs units, and in-term data actively used to drive coaching and persistence work (UPCEA, 2026). The KPIs that belong alongside those systems include learner retention and completion rates by modality, cost-per-completion by modality and program, time-to-degree for online versus on-campus learners, and employer satisfaction rates for graduates (UPCEA, 2026).

Institutions rebuilding these capabilities internally should treat early alert not as a feature to activate but as a coordinated process that requires staff training, clear ownership, and defined response protocols.

Embedding Support Inside the Course and the Onboarding Experience

One of the most practical and underused approaches to online student support is embedding it at the point where students are already working: inside the course itself. The Online Learning Consortium's guide to quality course design recommends that tutoring, technical assistance, and academic advising links be explicitly embedded within the online course, with the syllabus and LMS both treated as structured entry points to both academic and non-academic support (OLC, 2024). The QLT rubric treats this as a dedicated section with multiple scored criteria — meaning institutions using that framework can assess whether courses actually connect students to support, not just whether support theoretically exists.

Pre-enrollment and early-enrollment touchpoints matter as much as in-course access. Pre-orientation workshops before the first course have been shown to improve retention and academic success for adult online learners (JFF, 2025), and the same logic applies to adapting advising structures that were originally built for residential populations. Institutions running online programs should assess whether orientation and advising experiences have actually been redesigned for asynchronous, remote learners, or whether they are still adapted versions of on-campus processes.

  • Identify where technology-assisted support (chatbots, AI tutors, automated check-in sequences) can extend coverage capacity, and determine where human advisor contact remains essential
  • Develop a basic marketing strategy for online student support services, including what is available, how to access it, and how it is differentiated — currently a gap at the large majority of institutions

The evidence across these sources collectively suggests that online student support is not yet operating as a designed system at most institutions. It is a collection of services that exist without coordinated infrastructure, shared data, or consistent availability for the students who need it most. Institutions that have relied on OPM partners to fill this gap face a particular challenge in rebuilding internally, because the capabilities required go beyond hiring a few advisors. They require process design, technology integration, data ownership, and staff structures calibrated to how online learners actually engage. What the data also suggests is that the competitive opportunity here is real: when only 32% of institutions are actively marketing their online support services and just 7% treat it as a promotion priority, institutions that build genuine infrastructure, and communicate it, may find that support quality becomes a more meaningful differentiator than it currently is in most online program markets.
